ASIAN UNIVERSITY BASKETBALL FEDERATION (AUBF) General By-Laws
2021-2015 as Amended by the AUBF Executive Board

Article 1 Overview/Meetings
Asian University Basketball Federation, hereinafter referred to as AUBF, shall be an independent association composed of national university basketball federation, national basketball association, University Institutions, as AUBF Regional Members in different countries from the Asian Continental, as provided for under Article 6 of these Bye-Laws.
The AUBF shall be organized in such a manner as to acquire legal status. It must be listed in the register of associations of the country in which its headquarters/secretariat is located.
AUBF is the sole competent authority for men's and women's basketball throughout Asia and is recognized as such by Asian University Sports Federation (AUSF) in 1998 in cooperation with Asia Pacific University Sports Union (APUSU).
Annual Meetings:
The annual meeting of the Executive Board members shall be held at the principal (Headquarters) office address of the association on or before January 10 of each year. The President shall render his annual report to the members regarding the activities of the association.
Special Meetings:
Special meetings of the members shall be called as the need thereof arises, by the Executive Board or the President or upon petition of 1/3 of the Board of Trustees or its General Membership.
Article 2 AUBF Headquarters and Secretariat
The headquarters/secretariat of AUBF shall be established in the city wherein the President /Secretary General resides. Any change to these headquarters /secretariat to another country must be approved by the Executive Board of AUBF.
AUBF shall be subject to the laws of the country in which the headquarters /secretariat is located.
Secretariat – The permanent AUBF Secretariat is located in the Philippines as the main Working Committee;
Headquarters – It is the location for the AUBF President as the AUBF official headquarters.
Article 3
AUBF is a non-profit sports organization. Therefore, it shall not pursue any objective for its gains. The AUBF financial resources may only be used in pursuit of the objectives laid down in these Bye-Laws.
To the extent that compensation or reimbursement of expenses is paid to individuals, it must be appropriate, justified, and related to the AUBF's objectives.
AUBF shall establish reserve funds to an extent and in a manner permitted by the legal provisions of the country in which its headquarters/secretariat are located.
These reserves may be used in compliance with the legal provisions of the country in which the headquarters/secretariat of AUBF are located. The AUBF Executive Board shall decide on the usage of the reserves.
Article 4
AUBF shall maintain absolute political, economic, and religious neutrality and shall not tolerate any form of discrimination, racial or otherwise.
Article 5
AUBF shall aim to develop and coordinate the university sport of basketball in all countries in Asia. More so, AUBF shall promote, supervise, and direct the sport of university basketball throughout Asia.
In particular, AUBF shall:
Institute the AUBF Official Basketball Rules, the specifications for equipment and facilities, and all internal and general regulations that must be applied on all occasions, particularly at Asian competitions for which AUBF establishes the system of competition.
Organize, govern, and supervise AUBF Asian university basketball competitions and competitions involving several Asian countries, particularly at the national university and school club team level.
Govern and supervise the appointment of national referees for the competitions from the university or institution levels.
Article 6
Those national university federations, national university basketball associations, or clubs, and university institutions are qualified to be members of AUBF.
To become a member of AUBF, a national university federation, national university basketball associations, clubs, or university institutions as Regional Members in their respective counties must apply for membership to AUBF for approval by the Executive Board.
The following shall be eligible for membership of AUBF: All members with the national university federations, national university basketball associations, clubs, university institutions are considered to qualify to be a member of AUBF.
Any independent national university basketball federation. "National" is understood to mean that its authority applies to a club, university institution of its country or territory with clearly established geographical limits.
Article 7 The Executive Board
The Executive Board shall have the powers delegated to it under these General Bye-Laws and the Internal Regulations.
The term of office of the Executive Board shall be four years between the regular sessions of the AUBF Congress.
The AUBF Executive Board members consist of President; Chief
Executive Officer; Two Vice-Presidents; Secretary General; Deputy
Secretary General; Treasurer; four (4) Directors; and Legal Counsel.
Article 8 The AUBF Congress
The AUBF Congress shall be the supreme authority of AUBF and shall hold sovereign powers within its terms of reference under these General Bye-Laws. It shall consist of:
- AUBF Congress held once in two-year, during the Asian University Basketball Championship (AUBC) of host university in their respective country;
- A delegate member per affiliated national universities, Institutions, or Clubs with the right to one vote, which shall be granted to the first delegate if both are present.
- The President or one of the Vice-Presidents / Secretary General may preside the AUBF Congress;
- Members of the AUBF Executive Board, who will have consultative powers only, unless they officially represent an affiliated university, institutions, Clubs, or league organization / federation.
- Participation forms for delegates and members of the AUBF Executive Board must reach the Secretariat of AUBF at least one week before the opening of the AUBF Congress.
The AUBF Congress members consist of Honorary Chairman; Honorary President; President; Three Vice Presidents; Secretary General; Deputy Secretary General; Treasurer; Four (4) Directors and Legal Counsel;
and;
AUBF Members from different national universities, Institutions, and Clubs, League-Organizations as Guests with no voting rights will be required.
Article 9 International Affiliation
The AUBF is presently an affiliated member of the Asia Pacific University Sports Union (APUSU). The Official Headquarters of APUSU is located at the Malaysian Ministry of Sports where the APUSU President currently resides.
